| Emperor Palpatine:
One the most evil sith lords in the history of the galaxy. His rise to power came from his subtle control over the corupted minds of the old republic. Progressively, He managed to seduced old republic senators by his wealth and charisma (hiding his evil intentions), it was a time when the republic was failing, and honest senetors weren't strong enough to shore it up.
As the old republic and the senate rotted and disintegrated, palpatine moved forward, calling in favors and gaining support.
The galaxy was tired of corruption and social injustice, they needed a strong leader to bring order to the galaxy.
Once elected to the head of the senatorial council ( end of episode I).
After this Palpatine created the new order and declared himself emperor of the galaxy, The dreaded Empire was born. The new Order's military and naval Strengthened to monstruous scales, "Unwanted" senators were eliminated.
The Jedi knights of the republic try to oppose Him; With the unquestionned loyalty of his dark lord of the sith, darth Vader, Papatine crushed the jedis and their Families, an event called the jedi purge.
From this his immense powers of controlling the force, he can persuade and intimidate nearly any creature in the galaxy, the power of the dark force just flows through him. Palpatine created his own school of "Dark Jedis".
His Empire grew, as the imperial navy grew larger, more planets were enslaved.
With the introduction of hiogher ranks, the military had more power. Moffs could govern a planet or even a whole sector (as Grand moff tarkin controlled many systems).
Palpatine governed the galaxy through a doctrine of fear.
The emperor died at the battle of Endor, when his most trusted aprrentice, Darth vader, killed him when turned to the light side of the force.
